Concept of Operations (CONOPS)

• Phase 1, activation: The intelligence officer draws a geo-fence around the area of interest on the national map. Mobile devices in the sector receive an SMS with a link.

• Phase 2, capture: The population and former service members report in a structured way, mark the location and upload image, video or audio.

• Phase 3, fusion: Duplicate reports are merged. If a tank crosses the Rhine at Diepoldsau, you see one vehicle. Not fifty.

• Phase 4, situational picture: The staff receives hotspots, coordinates and media in real time, plus situation reports per sector, ready for the situation map.
